    National road safety action plan 2015–2017

    The Action Plan outlined in this document is intended to support the implementation of the National Road Safety Strategy 2011–2020 (NRSS). It addresses key road safety challenges identified in a recent review of the strategy (NRSS Review) and details a range of priority national actions to be taken by governments over the three years 2015 to 2017. The Action Plan was developed cooperatively by Commonwealth, state and territory transport agencies, and was endorsed by Ministers of the Transport and Infrastructure Council in November 2014. It does not replace the broader 10-year agenda of the NRSS, but will help to ensure that national efforts in the next three years are focused on strategically important initiatives

    National remote and regional transport strategy: consultation draft

    On 22 May 2014, the Northern Territory hosted the National Remote and Regional Transport Infrastructure and Services Forum in Alice Springs, attended by 120 industry, government and community representatives from all areas of Australia. Following the Forum, the Council agreed for the Northern Territory to lead the development of the National Remote and Regional Transport Strategy, in collaboration with the South Australia, Western Australia, Queensland and Commonwealth governments. The Strategy will propose specific actions to address issues faced in remote and regional areas in relation to transport infrastructure, services and regulation. On 22 May 2015, the Council approved the release of the draft Strategy for public consultation. As part of the consultation period, stakeholders are invited to provide feedback on the draft Strategy and its proposed actions. Transport – A Vital Role The availability and quality of transport infrastructure and services impacts on every part of our society and wellbeing. Good transport systems provide a platform for improving productivity and driving social and economic growth for all Australians. Remote and Regional Areas – Supporting all of Australia The remote and regional area of Australia covers 85 percent of the Australian land mass, however has only 15 percent of the Australian population. But significantly, this area is responsible for 40 percent of Australia\u27s GDP due to its considerable resource sector and primary industries. Transport Challenges Remote and regional areas face specific transport challenges which do not apply to the highly populated eastern seaboard of Australia – all influenced by vast distances, a small population, climatic extremes, and demanding geography. It is for this reason that a one size fits all approach to transport regulation and infrastructure and service delivery just doesn\u27t work for the remote and regional areas of Australia. The Need for a National Strategy The aim of the National Remote and Regional Transport Strategy is to provide some practical solutions to the issues and challenges faced by transport system providers and users so that this important area of Australia can continue to grow and contribute to Australia\u27s wellbeing. The Council will discuss the final Strategy and its implementation at its meeting in November 2015

    To characterise patients presenting to EDs for a bicycle-related injury, identify contributing factors to the injuries and describe the data gaps.A retrospective study of bicycle-related injury presentations over the 5 year period 2010-2014 to two major metropolitan EDs. Data collected from the emergency presentation database consisted of patient demographics, presenting complaint, discharge diagnosis and details about the circumstances and mechanism of the accident.Bicycle injuries (n = 4144) increased from 20.0 to 25.2 per 1000 injury presentations over 5 years. Patients were 80% male across all age groups and 35% of presentations occurred at the weekend. Fractures accounted for one-third (34%) of all injuries, while injuries to the upper extremities and head resulted in 36% and 19% of cases, respectively. Admission rate was 17%. The number of falls exceeded collisions (1611 vs 937), and in the 13.3% of the fall cases where documentation was present for which how the fall occurred, over half were attributed to bike handling errors. Information related to type of bicycle, accident location, type of activity, protective clothing worn (including helmets) and visibility aids was not recorded for over 95% of the cases.Bicycle injuries carry a considerable burden to the ED and the incidence of presentations appears to be rising. The current triage data, designed to provide a rapid assessment for medical urgency, are limited to describing broad demographics, trends and causes

    Obesity-related health impacts of active transport policies in Australia - a policy review and health impact modelling study

    To review Australian policies on active transport, defined as walking and cycling for utilitarian purposes. To estimate the potential health impact of achieving four active transport policy scenarios.A policy review was undertaken, using key words to search government websites. Potential health benefits were quantified using a cohort simulation Markov model to estimate obesity and transport injury-related health effects of an increase in active transport. Health adjusted life years (HALYs) gained and healthcare cost savings from diseases averted were estimated. Budget thresholds to achieve cost-effectiveness were estimated for each scenario.There is broad recognition of the health-related benefits of active transport from all levels of Australian government. Modelling results suggest significant health-related benefits of achieving increased prevalence of active transport. Total HALYs saved assuming a one-year effect ranged from 565 (95%UI 173-985) to 12,105 (95%UI 4,970-19,707), with total healthcare costs averted ranging from 6.6M(956.6M (95%UI 1.9M-11.3M) to 141.2M(95141.2M (95%UI 53.8M-227.8M).Effective interventions that improve rates of active transport may result in substantial healthcare-related cost savings through a decrease in conditions related to obesity.
